For dance of tulips weapons must be equal to one rank lower than the jutsu. To help you out a little I suggest making the jutsu rank vary from D to S rank.

The clan bones have a set defensive system in the clan app, but that makes sense for a change. Quick question though, how do I buy/train this first jutsu? Should I buy it at the highest rank or do I need to buy it individually?

If you buy or train the highest rank, you're able to get the others for free. However, the drawback is that you MUST buy the highest rank
