Mission Description: Due to the recent actions of Sunagakure Medical Ninja Voltaire Hayashi and Sunagakure Genin Satsujin Zerozaki, you and others have been tasked with not their extermination, but their capture. Murder of innocents isn't to be taken light of and the lack of Voltaire's presence in front of the Council or the corpse of the murderer is disgusting and seen as an act of treason. Do not kill them, but bring them here before the Council, so we can punish them how we deem fit. The fact this man has taken what he thinks is justice in his own hands is despicable and he's now made himself a target for retribution over the life of Ramen Chef Hasao Sanada. Council Member Itagaki will be supervising this mission, but not participating unless one were to get injured, may they be the targets of the team sent to apprehend the targets.

Additional Information: They are wanted alive, not dead. Their fate after capture will be decided by the Council after they have been transported to the Council.

Tell the council first. I don't know how exactly you'll convince them logically, I know of a way myself, but get that done and then this can be approved.
