Note: All 26 of these are stored in Akemi's small storage scroll, alongside the other 4 that are already stored in there. All of them have been sealed in their already set and ready position, with all 4 blades in place and ready to go.

You can just buy shuriken/windmill shuriken and put them in the scroll if you would rather. Or this is fine too. You'll need generic unsealing to release them.
