Thorfinn was still aching as he stood atop a torn down wall of the Mizukage office. He could see villagers panicking bellow as they try to come to terms what happen. Only a few moments before they saw the building explode saw the same mystery person carrying the limb form of their kage.It happen so fast, he was not able to tell wether it was a female or male. Hearing the screaming he knew he must bring order. Unsheathing his blade and held it up to the air, he called down upon lighting into his sword. The air danced and crackled, drawing the attention of the villagers. "Heed my call Kirigakure, My name is Ragunaroku Thorfinn. I now we are all stunned but we must remained vigilant. In a span of a month our home have been ravaged by beast and now our first Mizukage has been taken!" Thorfinn saw their villagers and they can see their deflated hope. Children were crying and the old already seem to be resigning their fate. "We have come this far my villagers, lets not have our Rei kidnap be in vain." He pointed his blade to the docks where the waters were filling up with monsters. "I myself saw evident of the nearby waters filing with leviathans that were drawn out from the bjuu attack. With the Mizukage gone I can risk anymore deaths. So heed me now, I want all the Young, Elderly, Man and Women to prepare themselves to leave the village. I have voice in the Land of Iron and we will seek refuge there. I need every armed shinobi up here, I have a different mission for you all." The villagers seem confuse as they are just registering that they are leaving the village. Many of them can't complain, with their docks destroyed their livelihoods have been destroyed. A jounin captain was the first to jump onto the wall next to him. "Okay lad I need you to make a escort team, here is the map of the mountain pass." From the plates of his armor he drew out a scroll and handed it to the jounin who grumpily accept, not happy that the village is being evacuated. Thorfinn looked back to the dispersing crowd to try to pick out his friend. Not seeing him he saw other shinobi come up to greet him. He told them to fortify the village incase the Bijuu comes back which to Thorfinn is likely because of their missing Mizukage. Within a day the docks were filled with boats and Thorfinn saw them sail out into the harbor and towards his homeland. With the villagers left all he could see and hear was silence. No sounds of laughter can be heard and no signs of life were to be seen on the streets. Sighing he turned and walked towards the ruined kage building that was being rebuilt by the shinobi.

Notes: My plan here is to evacuate the civilians and have the military stay to turn the village into a fortress. The IC reason as it will be explain, he thinks that the Bijuu might come back after his kage has been kidnapped. I'm having NPC being the ones to escort the villagers, all PC have to stay behind.
