The spokes are made of durable, strong and light yet waterproof metal that are hollow which supports flight, the wings itself are formed with the same light metal, however, these are made up of very thin lines of the waterproof metal, that were professionally cut from very thin sheets of the metal. The wins have a device that is attachable to the back of the user, that attachable place is covered with foam,
, this acts as shock-absorbers when the wing is violently shoved to the back of the user, or when something hits it and it is sent onto the back of the user.
Ability:

This provides the user with flight, at the end of the wings, which is the part that is attached to the user's back, there is a part that is made with plastic and metal, this are made to be cables and motors which attach themselves to the user's shoulder and back, the wings are able to be moved and controlled depending on the way the shoulder, back bones and back muscles are moved, the wings can be folded by the user.
C ranked chakra can be channeled into the wings to grant flight(lasts for 3 posts) after which another set of C ranked chakra must be transferred to make it fly. The discount received on the C ranked chakra to be transferred depends on the user's highest skill point(must not be fuinjutsu, genjutsu or juinjutsu)


Also, since they are waterproof, they can be used as paddles for swimming and fins for swimming in water,
*The user retains their speed when used for swimming, when outside water, they have a +20speed increase when flying

Requirements: Must have a skill point of 2+. Fuinjutsu, genjutsu and juinjutsu is not part of the equation so it must be the other skills.

What do you mean by the wings being electroplated with impurities? Do you mean they are immune to electrical damage? If so, this will also cost and needs to be specified.

Swimming with +20 speed is a minor ability.
